The area inside the city walls is closed to all cars and buses, except for the Pollicino minibuses. You'll probably want to walk between the monuments and museums in the city center anyway. Taxis are also available outside the city walls for destinations that are further away.

Bus
There are 17 urban bus lines operating around Siena. Service runs between 6 AM and 12 AM.
Pollicino
For getting around with the city walls, there are four daytime Pollicino minibuses and one night route. Service begins at parking complexes located near the city center.
Bus and Pollicino Tickets
One ticket costs €1 from a ticket seller or €2 once on board. The ticket is valid for one hour after purchase regardless of the number of transfers.
You can also buy a carnet of 10 tickets for €9. For a more economical option, opt for a day pass for €3.80.
On foot
It's fairly easy to walk between all the major tourist sights in Siena, especially within the city walls, although be prepared for steep hills.
