Renting a car in Krakow isn't really necessary. Krakow itself is extremely manageable, with the central city easily traversed by foot. A car is more useful for day trips and regional exploration.
If you do decide to rent a car in Poland, know that most (if not all) car rental companies forbid their cars from being driven into Ukraine, Belarus, or Kaliningrad. Note also that if you rent a car in Germany, you may be prohibited from driving it across the border into Poland.
